Joel Baxley Named New Rural Housing Service Administrator



Yesterday, USDA Secretary Sonny Perdue announced the appointment of Joel Baxley as the new Rural Housing Service (RHS) Administrator. Mr. Baxley will report directly to Anne Hazlett, Assistant to the Secretary for Rural Development, effective April 30, 2018. Please click here for a copy of the press release.

Prior to being named as the new RHS Administrator, Mr. Baxley served as the Financial Advisory Services Director at RSM US, LLP, a national audit, tax, and consulting services company. Mr. Baxley was part of the team that updated the report, The Comprehensive Property Assessment of the USDA Rural Development Multi-Family Housing Portfolio. The report, issued in August 2016, was intended to update a 2004 study and report regarding the capital needs of the agency’s entire multi-family portfolio. As CARH members recall, the 2004 report helped usher in the Multi-family Housing Preservation and Revitalization (MPR) demonstration program at RHS. Additionally, Mr. Baxley worked on projects for RHS including assessing the agency’s capital needs and management risks of RHS assets used as collateral in USDA’s loan portfolio.
 
Some members may also remember meeting Mr. Baxley when he was an attendee at CARH’s Midyear Meetings in Sarasota and San Antonio.

CARH looks forward to working with the new Administrator and Rural Development staff in the national and state offices.
