Senate Appropriations Committee Reports FY 2020 Appropriations Bill for USDA Funding to the Full Senate



On Thursday, September 19, the Senate Appropriations Committee voted unanimously to approve both S. 2520, Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2020 and S. 2522, Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2020. In many cases, the Senate provides funding above the Administration’s proposed Fiscal Year (FY) 2020 proposed budget, but at different and often lower levels than provided in H.R. 3055, Commerce, Justice, Science, Agriculture, Rural Development, Food and Drug Administration, Interior, Environment, Military Construction, Veterans Affairs, Transportation, and Housing and Urban Development Appropriations Act, 2020, the House’s “minibus” FY 2020 appropriations bill (see CARH’s July 3rd Broadcast Email). Assuming the full Senate approves both S. 2520 and S. 2522, the differences between the House and Senate bills will need to be resolved by a Conference Committee. Because FY 2020 begins on October 1, lawmakers are expected to pass a Continuing Resolution (CR) that will temporarily fund programs at FY 2019 levels through November 21. The House passed this CR last week and the Senate is expected to vote tomorrow on the measure. Lawmakers will then continue to work on FY 2020 funding bills in hopes of having agreement on full year funding measures prior to the November 21st deadline.
